Who they are.
Chloe is Professor Cerise's daughter and the lab's reluctant teenager. She doesn't want to be a Pokémon Trainer; she wants normalcy, school, and routine. The show eventually pulls her into the larger story when an Eevee escapes Cerise Park and bonds with her in JN051. The Eevee "resists evolving" arc is a deliberate writers' joke: every Eeveelution stone, method, and friendship-evolution moment is presented as bait, and Eevee declines each time. The show uses Eevee's refusal to evolve as a character beat about Chloe's own ambivalence toward growth.
Gradually picks up a Pokédex of her own; by Ultimate Journeys is a casual Trainer with multiple species. Briefly joins Ash and Goh in field-trip episodes but does not become a regular travel companion.
